Project requirements: Replace a 100-year-old culvert carrying a stream through the rugged terrain under the winding two-lane highway.
A Ghirardelli Associates employee worked as a construction inspector in the northern region of Caltrans District 3. Ghirardelli Associates reported to the resident engineer for the construction of a reinforced concrete box culvert under US 199 in the Jedediah Smith National Forest. The project replaced a 100-year-old culvert carrying a stream through the rugged terrain under the two-lane winding highway. We inspected the temporary traffic signal and traffic control and concrete placement, plus oversaw Fish and Game permit compliance. The Ghirardelli employee used his river rafting knowledge to advise for a change, which was concurred by Geotechnical Department of Caltrans, to redesign the wingwall to avoid stepping up and possible damage due to undermining the structure. We were the sole inspector on the project, ordered materials tests and verified the construction was according to the plans and specifications. Our team also inspected for Caltrans Northern California projects involving down drains, box culverts, and a serpentine rock cut.
