Ghirardelli Associates provided construction inspection and quality assurance services for the transformation of the Former Oakland Army Base into a modern intermodal logistics support facility. The project began with the demolition of the old Army logistics center and progressed into major infrastructure construction to support a new intermodal container terminal and its associated facilities.
Construction activities included deep dynamic compaction, wick drain installation, joint trench and utility installations, and storm drain improvements spanning multiple property lines, easements, and jurisdictional boundaries. Additional work included road construction, storm drain outfalls, temporary and permanent traffic signals and signage, and traffic control operations in a highly industrialized, active seaport environment.
Ghirardelli’s inspectors monitored and documented daily field activities, coordinated special inspections and material testing, and ensured compliance with project plans, specifications, safety regulations, and environmental requirements. Staff also provided guidance and training to two junior inspectors, including periodic review and correction of their reports to ensure accuracy and consistency.
The full scope of work included:
- Pavement reconstruction and rehabilitation
- Pedestrian and bicycle infrastructure improvements
- Installation of new streetlights and traffic signals
- Sewer main and force main replacement and rehabilitation
- Sewer pump station upgrades
- Storm drain system improvements
- Streetscape and landscape architectural enhancements
- Demolition and construction of architectural buildings
- Bioswale construction for stormwater management
This redevelopment project is a critical investment in the City and Port of Oakland’s long-term freight infrastructure and sustainability goals.
