Construction Management Services for BART Projects – Oakland, CA

Assistant Project Manager Carlos provides assistance with contract management, project management, and quality assurance for our services on this as-needed construction management and inspection services contract. He currently assists with the oversight of 11 technical professionals (including resident engineers, construction inspectors, office engineers, document control specialists, estimators, and schedulers) on 24 task orders, which includes five subconsultants. Carlos is becoming well-versed in BART Facilities Standards (BFS), claims and change order process, safety requirements, and contracting procedures. Upon receipt of a Work Plan Proposal Request (WPPR), Carlos assists with the preparation of proposals containing a detailed work plan, cost estimate and schedule for BART’s written approval and issuance of a purchase order. As Assistant Project Manager, Carlos assisted with the development and monitoring of BART trends and needs for consultant staff changes, supervised, monitored, trained and directed consultant personnel, as well as managed the consultant team on the project. Carlos proposed personnelfor various trends, administered personnel actions and managed contract files. He maintained quality control over the contract and discussed BART’s needs, performed reviews and monitored contract costs and scheduling. Carlos administered the contract from 300 Lakeside and was able to manage any potential conflicts that would arise and oversaw that safety measures were in place and that the consultants were following the Code of Safe Practices, as well as the consultant’s safety program. Carlos reviewed and verified consultant timesheets for BART approval, supplied resumes to BART for additional needs as requested, monitored the monthly costs of task orders and reported the results to BART. Additionally, he assisted with generating the monthly progress reports that are submitted with the monthly billing to the BART project manager – this included a detailed assessment of the work performed for each task order in the last billing cycle, as well as verified that the consultants were paid prevailing wages.
