The $6.7 million Federal Aid No. CML-50414 (046) project aims to enhance safety, accessibility, and multimodal transportation along Clement Avenue between Willow Street and Broadway. The project will address excessive speeds, challenging pedestrian crossings, and the lack of bicycle facilities, while ensuring the designated truck route is in a good state of repair. Key improvements include improving safety for all users, encouraging active transportation, and upgrading infrastructure to current standards. This project will upgrade a 1.2-mile stretch of Clement Avenue, a key route in the Northern Waterfront and gateway to Oakland. It includes a two-way separate bikeway, two travel lanes for vehicles and trucks, parking on both sides, and safety features like high-visibility crosswalks, curb extensions, and daylighted intersections. Sidewalk and curb ramp upgrades will improve ADA access, while resurfacing and railroad track removal will maintain the truck route. New bicycle traffic signals will enhance cyclists’ safety, and bioretention basins will manage stormwater for environmental sustainability. Ghirardelli’s responsibilities included providing overall construction management and inspection services to ensure oversight from start to finish, including quality assurance for concrete placement and asphalt paving. This included document control consistent with Local Assistance requirements for federally funded projects, weekly construction coordination meetings, daily inspections, review and process progress payments, respond to RFI, submittals, schedule review, field coordination to resolve construction conflicts, overall traffic safety and construction job site safety, and community engagement & public notices.
