Ghirardelli was selected as the City of Burlingame’s municipal engineering consultant firm to provide professional municipal engineering services such as stormwater plan review, entitlement and building permit plan review, and support services for the MRP Annual Report. The focus of our reviews is to ensure compliance with Provision C.3 of the San Francisco Bay Regional Water Quality Control Board’s Municipal Regional Permit (MRP) and the City’s stormwater management requirements. Our responsibilities include evaluating diverse application types, including design reviews and accessory dwelling units, new development and redevelopment, and park facilities. We assess whether projects are subject to Provision C.3 and review all relevant stormwater management documents including but not limited to stormwater management plans, grading and drainage plans, utility plans, and operations and maintenance agreements for MRP compliance.

We also manage application statuses and review deadlines using the City’s permit tracking software, Central Square Community Development, and engage directly with City staff and developers to address any stormwater-related inquiries. Our efforts ensure that all review comments and conditions of approval were clear and comprehensive, and that developments adhere to both MRP C.3 standards and City-specific stormwater regulations, thereby supporting effective stormwater management across the community.
